Rig specific vertices and vertex group in script?

I am trying very hard wrap my head around the python scripting in blender, but I need some help.

Does anyone know a good place to learn the commands for blender python and how to use them? A reference?

Also, I want to make a script that will make a cube, and vertex group, then also rig one face of the cube. I know it sounds worthless, but it's to help me learn for bigger scripts. Can anyone help???

There is the Blender 2.6 API documentation on the Blender site you could use. I used that to get me started. However, I don't remember any of it since I did so little.

There are a couple of tutorials on there too. Shouldn't be too hard once you get a handle on it.
